I knew Leo long before I actually started working with him in Prescott. Many a Midnight shift was passed in great conversation during quiet times. Memories of frequently crossing paths in Tim Hortons, down on the waterfront, or many other locations around Brockville and just chatting about everything and anything. Truly a gentleman and gentle soul.

I first met Leo in April 1983 when I commenced my career as an Officer at the Port of Landsdowne at age 20. He was kind, genuine and a true gentleman. His sense of humour, as noted by others, was second to none! I remember doing vessel verifications at Blockhouse Island and seeing him often sitting on a bench. When he saw me he would always wave me over and I would sit and visit with him for awhile. He said he loved watching people and told me, “There are alot of “crazies” around here!” We would laugh......
Leo will always be someone I will have the fondest of memories. Please know that he had such a positive influence on the many people who had the pleasure of knowing him. Thinking of him always brought a smile to my face....thank you Leo....
My deepest sympathy,
Wendy Twigg

To the Flood Family: My deepest sympathies to all of you in the passing of your brother Leo. My Mother Louise Casselman loved you all, often referring to you as her second family. I remember many visits at our home and yours, on Tupper street. Leo had a great sense of humour, he was a very kind and gentleman. He loved telling stories of the places that he and Keith travelled to, and would always bring back souvenirs for Louise and Ed. It’s a friendship that my Mother cherished. I know the last few years were tough for Leo. I pray that he is at peace, reunited with the people he loves.
I am away and unfortunately will not be able to be at Leo’s service but I will be praying and thinking of you all.
Sincerely, Terri and Kim White (Casselman)

I never worked with Leo, but knew of him through stories and I did have the pleasure of meeting him several times when he visited Prescott or we visited Blockhouse on duty. His name is still echoed fondly at work. What a legacy! My thoughts are with his family.

When I first joined `Canada Customs' as a `Customs Inspector' in 1983, Leo was my first supervisor. For a front-line border manager he was the most low-key, relaxed presence you could ever imagine. He'd spend most of the shift sitting at a desk out in the middle of office like a blue Buddha, quietly providing direction to his staff while running the cash - and chain smoking.
One memorable afternoon an interesting natural phenomenon was pointed out to me. The lack of air movement in Leo's immediate vicinity had allowed a hazy cloud of cigarette smoke to form just above his head. It was about 5' wide and 1' thick and was just hanging there. With his dark blue tie, light blue shirt and the infamous government issue `teal blue' tunic (with its lapels lightly powdered with freshly fallen ash) Leo was truly a magnificent sight to behold. I will always have fond memories of someone who was a true servant of the public and a gentleman. They sure don't make 'em like that anymore.

Very sorry to hear the news about Leo.
I have many memories of Leo in better times and his great sense of humour.
Leo always drove the nicest & cleanest cars I think I have ever seen. I hated to even get in and leave a stray leaf behind!
Very happy he had the opportunity to travel and see the world.
Thoughts are with you at this time.

I worked with Leo for years at the port of Lansdowne. We were both customs officers ( or BSO's as they're known today ) . Leo had a great sense of humour and a good straight-faced delivery ! He made what could sometimes be a difficult job much more enjoyable. I missed him when he transferred to Prescott. I'm very sorry to hear of his passing.

My condolences to the Flood family.
What a joy it was to sit with Leo many mornings at Tim Hortons and go through some of his pictures of the lovely trips he took with his brother. Leo also had some great pictures of his 3 little dogs, he loved to tell stories especially about Queenie. Leo was a quiet man until you got to know him then the jokes started flying. Last but not least Leo was a true Gentleman he will be missed. RIP Leo.
